Instructional Staff


The backbone of CATS, Inc. is the instructors who are selected for this prestigious training program. The instructional staff is comprised of highly qualified personnel possessing a wide range of backgrounds and expertise. Our instructors are currently on, or are former members of elite law enforcement teams from federal, state, county, city, local and international law enforcement agencies. Additionally, many of the instructors have an extensive military background and/or background in the private sector. Before an instructor is considered for employment with CATS, Inc. they must have attended one of the programs listed below, completed a psychological evaluation, undergone a full background check, and attend an extensive educational program designed to enhance their instructional skills.

Damian "Skip" Stites - President and Chief Executive Officer
Skip Stites is a co-founder and President of CATS, Inc.   Previously, Stites served as the Senior Supervisory Special Agent and Program Manager for the FBI’s Law Enforcement Training for Safety and Survival Program (LETSS) at the FBI’s Training Academy in Quantico, Virginia.  During his distinguished 23-year career with the FBI, Stites has instructed over 20,000 domestic and international police officers and agents world-wide in firearms, street survival tactics, sniper tactics, SWAT and defense tactics.   more




Terry McGinnis - Vice President, Mid-West Region
Terry McGinnis served as a Special Agent for the Federal Bureau of Investigation prior to his retirement in 2006. During his distinguished 35-year career with the FBI, McGinnis instructed over 2,500 domestic and international police officers and agents world-wide in firearms, street survival tactics, sniper tactics, SWAT and defense tactics.  Immediately prior to his retirement McGinnis served as a member of the St Louis, Missouri Violent Crime / Fugitive Task Force    more




Craig McGroarty - Team Consultant/Lead Instructor
Craig McGroarty served as a Special Agent for the Federal Bureau of Investigation prior to his retirement in 2006. During his distinguished 20-year career with the FBI, McGroarty instructed over 4,000 domestic and international police officers and agents world-wide in firearms, street survival tactics, sniper tactics, SWAT and defense tactics.  McGroarty is one of a select few agents to be certified as a FBI Master Police Instructor.    more




Bob Rothrock - Adjunct Instructor
A 32 Year Veteran of the Missouri State Highway Patrol, Bob recently retired as a Lieutenant with the Missouri State Patrol where he served for thirty-two years.  For twenty-two years Lt Rothrock was a member of the State Patrol’s SWAT team where he held the position of Team Leader prior to his promotion as Team Commander.     more
